Where can I find the Quest "Extinction"?

I need to finish it to be able to capture Toxic Chill somewhere in Vabbi. But I do not know where to get this Quest.

You must go out to Bahzda Wilderness and talk to Prince Ahmtur the Mighty in his Citadel and do his Quest chain. Murunda then gives you the Quest in the Bastion.

Sounds easy .. except where do you get the quests that lead up to the Prince?

You gotta do the "Old Friends" quest in Vabbi, and the quest after that, then the prince will give you quests in Wilderness starting with "Population Control".

Woot, found it!!

I saw that my ele could get the first quest but not my necro, so i did part of the questline with my ele and then checked my necro .. found the first quest 'for your ears only' .. off commander tamnod in the bastion near the exit to Mirror of Lyss!

Time to go get my Toxic Chill !!! :P :P :P

I cleared the chain quest of the prince but i haven't get the Extinction quest still..where can i find it? which npc gives the quest?
